Building on CIRA Education’s legacy in human capital development, CIRA Care combines education, training, and global job placement to empower caregivers and service providers to thrive.

Beyond workforce development, CIRA Care drives advocacy and fosters public sector collaborations to shape policy, strengthen regulations, and help co-create inclusive care systems.

CIRA Care’s integrated model ensures that Egypt and MEA region not only improve care services at home but also become trusted sources of skilled care workers worldwide.

Understanding the Care Economy

The care economy encompasses a wide spectrum of services and professions that are essential to social and economic well-being. It includes both paid and unpaid activities in the following sectors:

  • Childcare – Supporting the needs of modern families.
  • Eldercare – Addressing the challenges of aging populations.
  • Healthcare – Responding to the rise of chronic diseases and complex health conditions.
  • Disability Support – Promoting inclusivity, accessibility, and equity for all.
  • Educational Services – Enhancing learning through training, upskilling, and policy development.
  • Domestic Work – Formalizing and professionalizing household support roles to ensure dignity and fair conditions.

By 2030, an estimated 2.3 billion people worldwide will require care, yet the WHO projects a shortfall of 10 million health workers, including six million nurses. And regionally, the ILO estimates that 13 million jobs could be generated in the Arab region by 2035 through investments in early childhood care, education, and long-term care services. In other words, we are looking at 23 million or more jobs across just three of the pillars of the care economy.

At CIRA Care, we view this as both a challenge and an opportunity: to train, empower, and deploy skilled care professionals who can bridge this gap and meet rising needs at both the local and global levels.

Through innovation, strategic partnerships, public sector collaboration, and advocacy, we empower communities, improve the quality of care provision, attract investment, and build local talent while also exporting skilled professionals to meet global demand.

CIRA Care Core Pillars

At CIRA Care, our commitment to transforming the care economy is anchored by four core pillars. These strategic foundations guide our work in Egypt and the MEA region, ensuring we create a sustainable impact that empowers individuals, strengthens families, and enriches society.

Healthcare Services

CIRA Care recognizes the growing burden of chronic diseases and complex health conditions, which require a stronger healthcare workforce. We focus on strengthening the capacity of nurses, paramedical practitioners, home health aides, and other medical professionals, expanding paramedical roles, and raising standards of service provision through training and upskilling. At the same time, we are positioning Egypt as a source of healthcare talent for global markets, promoting brain circulation rather than brain drain by exporting skilled professionals while reinvesting knowledge and expertise locally. This dual approach enhances community health, strengthens preventive care, and promotes long-term wellbeing for individuals and families.

Childcare Services

Dual-income households and changing family structures are creating greater reliance on childcare services. CIRA Care is addressing this need by training and upskilling educators and professionals working in the sector, as well as advancing the policies and frameworks that support this pillar. By strengthening the capacity of those who care for and educate young children, we aim to raise standards, improve quality, and ensure that early learning environments are safe, inclusive, and stimulating. This approach not only supports children’s development but also provides families with the confidence and flexibility they need to balance professional and personal responsibilities.

Eldercare Services

With rising life expectancy and an aging population, the demand for eldercare is growing. CIRA Care is addressing this need by strengthening the role of care providers, introducing new professions such as Personal Support Workers (PSWs), and advancing the field of geriatric medicine and care. At the same time, we are working to reshape societal mindsets on ageing—promoting dignity, inclusion, and respect—while driving improvements in the policies and frameworks that govern the sector. Through this holistic approach, we aim to provide seniors with comprehensive, compassionate, and high-quality support tailored to their unique needs, while empowering families and communities to embrace ageing as a stage of continued value and contribution.

Disability Support Services

CIRA Care is committed to advancing inclusivity by strengthening the capacity of personal care aides, occupational and physical therapists, specialized educational support staff such as inclusion teachers, and community support providers delivering vocational training and recreational activities. Our goal is to expand high-quality services for individuals with disabilities through specialized care, targeted training, and supportive systems. By removing barriers, promoting independence, and creating opportunities for social and economic participation, we ensure equity and empower individuals with disabilities to thrive as integral members of society.

Together, these four pillars form the foundation of CIRA Care’s ethos: empowering lives, sustaining economies, and redefining the future of care services in Egypt and beyond. While the broader care economy also includes Educational Services and Domestic Work, these are not our immediate focus. We believe the greatest need lies in the first four pillars, where urgent gaps remain and where not enough is being done. Over time, we plan to expand into the other pillars, but today we are prioritizing the areas where the need is most critical and where we can drive the greatest impact.

CIRA Care Programs

Early Childhood Education (ECE) Microcredential – Level 1

For those passionate about shaping young minds, this program provides an internationally recognized foundation in Early Childhood Education. Delivered in partnership with Mohawk College (Canada) and offered for the first time in Egypt through CIRA Care and Innovvette for Education, it equips learners with the skills, knowledge, and practical experience needed to succeed locally and abroad.

Over the course of one year, participants develop expertise in child development, inclusive education, family engagement, and responsive care, while also preparing for a hands-on practicum in real early learning settings. This Level 1 credential is the first step toward a three-level diploma pathway leading to full professional certification as an Early Childhood Educator.

Personal Services Workers (PSW)

The Personal Support Worker (PSW) Program by CIRA Care prepares learners to provide safe, compassionate, and client-centered care for elderly individuals, people with disabilities, and others requiring daily living support in community and healthcare settings.

Graduates develop both knowledge and practical skills to assist with physical and emotional needs, promote independence, and support overall well-being. The program is aligned with Ontario, Canada’s internationally recognized standards for PSW training, while also adapted to the cultural context of both North America and the Arab region, ensuring care that is globally informed and locally relevant.

This accredited Ontario College Certificate provides learners with international recognition and potential pathways to employment opportunities in Ontario, Canada.

Graduates of the PSW Program are prepared for employment in elderly care homes, assisted living facilities, community and home care services, disability support centers, and palliative care settings. The certificate also provides opportunities for those interested in pursuing careers in Ontario, Canada.
